History of the department

With opening of Karakalpak State University in 1977 the department of Law was formed on the basis of the faculty of History and geography.
With the opening of Karakalpak state University in 1977, the Department of Law was formed on the basis of the faculty of History and geography. The Department at the time was taught by such scientists as A.J. Davletov, N. A. Abdullaev, U. Nurmashev,  A. Khalikov, M. Khakimov, I. Nuratdinov, T. Koblanov, S. Nietullaev, K. Umarova, E. Kutibaeva, H. Khalimov, S. Madreymova, R. Aytmuratova, J. Niyazova, B. Matmuratov, G. Yuldasheva. Also the doctor of law R. J. Matkurbanov, the candidates of legal Sciences Professor T. Sh. Kallibekov, associate Professor G. Erniyazova, associate Professor B. Nogaev, associate Professor H.Palyaniyazov worked at this department  .
In 1993 the faculty of law was established and on its basis there was only one department. In 2000 3 separate departments were formed on the basis of the Department of Law such as "State law and management", "Civil and commercial law", "Criminal law, process and criminology". In 2014 these departments were again merged and transformed into the Department of Law.
At the time the Department of Law was ruled bythe candidate of legal Sciences, associate Professor O. D. Utegenov in 2014-2015; by the candidate of legal Sciences I. A. Matjanov in 2015-2016; by the candidate of legal Sciences, associate Professor F. K. Kutlymuratov in 2016-2017. Since 2017 the Department of Law is headed by candidate of law M.Sh. Najimov.
At the Department bachelors are trained in the field of education "jurisprudence" and masters are trained in the specialty "State law and management". Now graduates in this direction conduct their activities in all law enforcement agencies of the Republic of Uzbekistan.
In the period from 2012 to 2016 the research works on the expansion of the powers of self-government of citizens in the system of public control (on the example of the Republic of Karakalpakstan) were conducted on the leadership of Professor E. D. Kutibaeva .
Over the past period among the gifted students of the Department 4 students became laureates of the state scholarship of the President of the Republic of Uzbekistan, 17 students were the winners of the state scholarship named after A. Navoi , 19 students were the winners of the state scholarship named after Berdakh , and several students were awarded a scholarship from the Fund "Kamolot". In the 2016-2017 academic year among students in the field of education "jurisprudence" 2 students were the winners of the state scholarship named after Navoi, 1 student was awarded the state scholarship named after Berdakh.
Having formed a "Legal clinic", teachers of the Department together with students and trade unions of the Republic of Karakalpakstan conduct their activities to provide free legal assistance to citizens.
At the Department senior lecturer D. T. Saparov, assistants U.S. Matirzaev, S.B. Tanirbergenov, M.E. Adilova, G.S. Naurizbaevawork on their research and teaching activities, as well as H.A. Paluaniyazov, K.R. Babanazarov, A.M. Imatov, A.Jumanov and E.H. Egamberdiev work on their  thesis researches.

Najimov  Miratdin Shamshetdinovich, candidate of legal Sciences,  was born in 1983, October 30 in Bozataw district. In 2007 he graduated from KarakalpakState University. He is a lawyer by profession. In 2010 he defended his thesis on the specialty "Criminal law and criminology; criminal Executive law" on the theme "Problems of improving the legal basis of sentencing in the form of imprisonment". He has published more than 40 scientific papers. Since 2017, he is a head of the Department of Law.



Kutlimuratov Farhad Kalbaevich, candidate of legal Sciences, associate Professor, was born on December 6, 1982 in Nukus. In 2005 he graduated from KarakalpakState University. He is a lawyer by profession. In 2009 he defended his thesis on "Civil law regulation of forced reorganization of legal entities". He published more than 40 scientific works, including 1 monograph and 3 textbooks.  Since 2017 he has been working as Dean of the faculty of history and law.



Kutibaeva Elizaveta Duysenbaevna, doctor of legal Sciences, Professor, was born on November 21, 1958 in Nukus. In 1980 she graduated from Tashkent State University. She is a lawyer by profession. In 1985 she defended her thesis on "Public administration bodies of Autonomous Republics". In 1999 she defended her doctoral thesis on "Executive authorities of the Republic of Karakalpakstan". She published more than 60 scientific and methodological works, including 3 monographs, 3 textbooks, 8 manuals.  Since 2011 she works as a Professor at Karakalpak State University.  Honored scientist of the Republic of Karakalpakstan. Member of the Committee of Constitutional supervision of the Republic of Karakalpakstan.


Karlygash Umarova, doctor of legal Sciences, was born January 1, 1955 in  Amu-darya district. In 1978 she graduated from Tashkent state University. She is a lawyer by profession. In 1984 she defended her thesis. In 2006 she defended her doctoral thesis on "Legal and political culture of the peoples of Uzbekistan and Karakalpakstan: historical experience and modern factors of determination". She published more than 30 scientific and methodological works, including 2 monographs, 2 textbooks, 2 manuals. Since 2011 he has been working as a Professor at Karakalpak State University.


Seytnazarov Kurbanbay Reimbaevich, candidate of legal Sciences, associate Professor, was born on  May 2, 1963 in Khodjeyli district. In 1989 he graduated from Karakalpak State University. He is a lawyer by profession.  He defended his thesis on "The principle of competition in criminal proceedings." He is the author of more than 10 scientific and methodical works, including 1 textbook and 1 teaching manual. Since 2011 he has been working as an associate Professor. Currently he works as an associate Professor of Karakalpak state University.


Gulimov Amanlik Bazarbaevich, candidate of legal Sciences, associate Professor, was born on April 24, 1975 in Kegeyli district. In 1997 he graduated from the South Kazakhstan Open University. He is a lawyer by profession. In 2007 he defended his thesis on "Central Asia as a nuclear-weapon-free zone". He is the author of several scientific works. Currently he heads the Department of master's Degree of Karakalpak State University and is an associate Professor of the Department.


Utemuratova Sapargul Shamshetovna, candidate of legal Sciences, associate Professor, was born on January 5, 1977 in Nukus. In 1999 she graduated from Karakalpak State University. He is a lawyer by profession. In 2006 she defended her thesis on "Criminal liability in the field of environmental protection". Author of more than 50 scientific and methodical works, including 7 textbooks. Since 2014 she is an associate Professor of the Department. Currently she works as an associate Professor of Karakalpak State University.


Daumenov Berdakh Aitmuratovich, candidate of legal Sciences, associate Professor, was born on May 1, 1978 in Karauzyak district. In 2002 he graduated from Karakalpak State University. He is a lawyer by profession.  In 2010 he defended his thesis on "Organization of the Khokimiyat apparatus in the Republic of Karakalpakstan". He is the author of more than 25 scientific and methodical works, including 1 monograph, 5 textbooks. Currently he works as the head of the educational part of Karakalpak State University and is an associate Professor of the Department.


Shamshetov Sharafatdin Sarsenovich, candidate of legal Sciences, associate Professor, was born on May 31, 1980 in Kungrad district. In 2003 he graduated from Karakalpak State University. He is a lawyer by profession. In 2008 he defended his thesis on “Problems of legal regulation of credit unions in the Republic of Uzbekistan.”  He is the author of more than 25 scientific and methodical works, including 2 manuals, 2 teaching AIDS. Since 2009 he has been working as an associate Professor of Karakalpak State University.


Matchanov Ilham Adilbaevich, candidate of legal Sciences, associate Professor, was born on January 11, 1981 in Nukus. In 2004 he graduated from Karakalpak State University. He is a lawyer by profession. In 2010 he defended his thesis on "Personal interests of participants in the criminal process." He is the author of more than 50 scientific and methodical works, including 4 manuals, 5 teaching AIDS. Currently he works as an associate Professor of Karakalpak State University.



Fayzullaev Tamara Hamidullaevna, candidate of legal Sciences, associate Professor, was born on June 27,  1982  in Khodjeyli district. In 2006 she graduated from Karakalpak State University. He is a lawyer by profession. In 2009 she defended her thesis on "Problems of prescribing compulsory medical measures". She is the author of more than 40 scientific and methodical works, including 2 manuals. Since 2013 she has been working as an associate Professor of Karakalpak State University.


Nizamatdinov Kairat Keunimjaevich, candidate of legal Sciences, associate Professor, was born on October 2, 1983 in Chimbay district. In 2006 he graduated from Karakalpak State University. He is a lawyer by profession. In 2010 he defended his thesis on "Problems of civil regulation of services in the field of radio-telephone". He is the author of more than 20 scientific and methodical works. Since 2012 he has been working as an associate Professor of Karakalpak State University.


Allamuratov Alisher Tolegenovich, candidate of legal Sciences, associate Professor, was born on October 16, 1971 in Nukus. In 1996 he graduated from Karakalpak State University.  He is a lawyer by profession. In 2004 he defended his thesis on "Immunities in criminal proceedings".  He is the author of more than 10 scientific and methodical works, including 1 monograph, 4 textbooks, 6 manuals. In the period from 2008 to 2017 he worked as Dean of Karakalpak state University. Currently he works as an associate Professor of Karakalpak State University.
